Adobe advise that Chrome has its own proprietary Flash Player plugin ("PepperFlash"), which updates and functions independently of the ActiveX plugin in IE.
IE 11 has had quite a few problems as the web "catches up" to the new release. Facebook has been a prime example.
Try enabling Compatibility View with IE. That's resolved a number of issues, including Facebook and NetFlix problems.
Additionally Adobe advise here are some problems with Internet Explorer 11 under both Windows 7 and Windows 8.1 and they released new security updates for Flash Player versions 11.7 and 11.9 for Windows in Adobe security bulletin APSB13-26:
Microsoft advise, the immersive version of Internet Explorer 11 provides an add-on–free experience, so browser plugins won't load and dependent content won't be displayed. This doesn't apply to Internet Explorer for the desktop. For more information, see Browsing Without Plug-ins. However, Internet Explorer for the desktop and Internet Explorer 11 on Windows® 7 Service Pack 1 (SP1) do support browser plugins, including ActiveX controls such as Adobe Flash and Microsoft Silverlight.
Adobe Flash is included as a platform feature and is available out of the box for Windows 8.1, running on both Internet Explorer and Internet Explorer for the desktop. Users can turn this feature on or off using the Manage Add-ons dialog box
NOTE : The preinstalled version of Adobe Flash isn't supported on Internet Explorer 11 running on either Windows 7 SP1 or Windows Server 2008 R2 with SP1. However, you can still download and install the separate Adobe Flash plug-in.
Also worth noting that Windows 8.1 doesn't support any of the previous versions of Internet Explorer, so IE11 is the version available under win 8.1
From a Tech Forum, On IE, the Flash Player runs as an ActiveX control, unlike Chrome & Firefox which both run Flash as a simple plugin. When you go to the Flash Player download page, it automatically detects which web browser you are using and offers you the correct one for that browser. To get Flash for IE, you therefore need to use IE to download it.
