Just open a room, dont put a password in unless you want it to be private. If you want it to close, or you need to leave the room, just logout, when its empty it will close automatically. If there are people still in there chatting when you leave it will stay open.
The same rules apply to your room as do to the main rooms, unless you put your own slant on the room title. Just make it a nice friendly room and i am sure it will be fine.
The best thing is to look at the AUP to see what rules apply to chatrooms.

First thing is to have a look a the chatrooms Terms & Conditions which also has a link in the page where you log into chat. ;) It's a basic layout of the do's and don't's of chat and a good starting point before opening a room.
The AUP applies across the site, it's like the terms for the entire site and worth a look just so you're familiar with them.
We'd ask that you stay with the room as long as you can, but there's no rule to enforce this, it's just good etiquette. Be polite to others and as Goldsmith says you'll be fine.
Rooms that are regional based and offer chat, seem to have more of an audience than "I'm looking for a shag" rooms. There used to be a regular room called forum chat that had a bit of a following too. ;)
As for closing the room down, if you have a problem in the room have a look for a chat op (they show in purple at the bottom of the main forum page and are there to make sure things run smoothly in chat by either offering help and advice, by administering a good kicking round the back of SH towers, or by somewhere in-between. :lol2: Most respond to one form or another. :lol2:
They can also close rooms when you have finished, so if one wanders through your room when you want to close up grab them and ask, or see if one is on-line using the main forum page and drop them a PM. If there isn't one around, don't worry. The room will close when the last member has left or will get picked up sooner or later and sorted. ;)
There is a bit of responsibility involved, but it can be a great laugh and if you manage to get a good room going it can be a really good way of meeting loads of new people. ;)
