quick query with regards to the above....
i was in a chatroom the other night where someone was asked to turn off a television in the backgroud (they were not watching it) because it infringed broadcast rules....something that we were not aware off.......
do these same rules apply to the playing of radio and/or music in the background??? i just don't fancy getting in trouble and i know that a lot of people will get caught out....

I guess so Fabs.. performing rights society and all that jazz
ooh an ex of mine used to work in as a manager of a shop that played radio all day and I guess the same law applies here.
If more than a certain number of people can hear the broadcast ( I think its around the 5 margin but don't hold me to it) you need a licence to broadcast with that radio/TV. So I guess thats why its a no no biggrin
To be honest, i find it quite annoying when there is loud music in the background and always switch the cam off
I think it's being a bit militant regarding breaking broadcasting legislation! biggrin It's bad enough seeing & hearing what's being streamed via some webcams, n'mind a telly flickering away in the background at a few frames a second inside a picture the size of a cream cracker. If it was full-screen Sky Sports etc then there may be a case but, otherwise, I wouldn't worry too much.

He's only asking if its breaking any broadcasting laws and well the answer is yes but unless its in the AUP of this site that copyrighted material can't be broadcast via webcams it will happen, it only mentions not broadcasting videos as this may be subject to copyright laws but doesn't mention television images or music but which are also subject to copyright laws, but i agree with you footylegs but that doesn't make us right. but anyone playing music via webcam should have a licence to do so. and yes it would be militant to bring it into force as it no different from driving down the street in a car playing music with the windows down or playing music in your garden on a nice sunny day.
Copyright law originated in the United Kingdom from a concept of common law; the Statute of Anne 1709. It became statutory with the passing of the Copyright Act 1911. The current act is the Copyright, Designs and Patents Act 1988
It is an offence to perform any of the following acts without the consent of the owner:
i. Rent, lend or issue copies of the work to the public or via the use of the internet.
ii. Perform, broadcast (in any form) or show the work in public or via the use of the internet.
Is a licence needed for the public performance of music?
Yes, to obtain a performance licence contact the Performing Rights Society: still subject to the consent of the owner.
Is a licence needed to to show a film outside the home?
Yes, unless you are an educational establishment, and are showing a film for purely educational purposes you will need a licence. The organisation Filmbank should be able to provide a licence: still subject to the consent of the owner.
I would like to see the excuse the bod who pursued such a prosecution came up with .... " I was innocently perusing the wwtinternet and found a den of inequity called Scchwinging Heaven, I then joined the said site and somehow found myself watching a webcam of a naked wanker, who was broadcasting without a license!!!” …. Cant see it being an issue to be honest biggrin
