I see no reason why it shouldn't be. The browser is more important than the OS as far as I'm aware when it comes to individual websites.

Basically Win 8 is just an operating system that's an update on Win 7 though with touch screen features if you want them. Yes Win 8 does work in Chat either via touch screen or via keyboard/mouse as usual.
As Trev has pointed out, it's the browser that's important and there are several to choose from.
Worth pointing out that if you want to use the webcams, then that part of Chat still relies on Adobe Flash Player being installed on your computer or within the browser for now, however this might change going forward as more and more websites start coding to the newer html5 standard, which the newer browsers support and Adobe Flash Player will probably be no more within a few years.
As for when SH Chat changes to by Flash free
, though it's a big step forward over the old Chat of a few years ago and many other Flash-driven options elsewhere.

Update your flash driver, and windows itself of course. That would be my first step.

Windows 8 like 7 continues to improve, you need to be mindful of your browser, don't presume you have to use IE ( bringback Netscape) there's a multitued of free browsers out there that are available ( my preferred choice is FIREFOX) and is free!
Personally I think Microsoft like Nokia have missed the plot!
But that's a personal choice having worked for both over the Years
If you are using Google Chrome and are having problems with Flash/Shock Player crashing or cams freezing you could try what I did and it has worked on all of our Laptops and PC's.
In the address bar type chrome://plugins/
Disable any Adobe flash and Shockwave plugins (these should be at the top of the list)
Go to Install the latest version of Flash Player.
Not saying this will work for everyone but it has for us and a few others that I have suggested it to.
As for Windows 8 I have tried it and had no problems in chat.
