Me and my girlfriend was having sex in my car and a car pulled up a few metres down and started flashing the in car light and putting hazard lights on. Does this mean they want to join in?

That's not a problem, as a lot of people will show, but not play and real doggers wouldn't object to that at all. I think the other person was just trying to find out if you were dogging or a courting couple. If the latter, they wouldn't (or shouldn't) have come over to you. But if the former, then they were just checking first if you were playing.
Don't be concerned, you will always find people will turn up unarranged, but if you don't want them to join in, they won't.
