Dogging around Bolton is anybody out there?

I've been to Moses gate country park and Entwistle res every night over the bank holiday and not seen anything are these places still active? The only place I saw a couple was a666 layby but they did not play. Its like the M6 that place cars up and down cruising. Are people going somewhere else? Am going at the wrong times? or going to the wrong areas?
