Since "dogging" started as men (or women) following couples to watch them have sex, I doubt under those terms of reference it can be called dogging. After all, why follow someone when the event is arranged.
But, since "dogging" is a broad house now, and the term has grown to mean people having sex and allowing/wanting others to watch...maybe !
But "doggers" are still creeping about in bushes...not hotels (although there is good dogging to be had on the ground floors at night)
