When they steal personal items belonging to the victim for self gratification.
I dont think they are talking abuot basic crimes here, its more about crimes that are slightly sexually orientated. Crimes that act as a platform, which could lead to bigger and more serious sexual crimes.

I suppose that burglary could have sexual intentions....but I fail to see the attraction in unlawful damage.
In fact, since most asbos' are ignored and the law seem unable to police them anyway, another load of Sexual Offence Prevention Orders will probably go the same way.
It'll certainly hinder the dogging "sorry pete mate, can't make it for a year...got a SOPO stopping me going to laybys"
