Should I approach ????

Hi
There have been a few occasions now when waiting in the car, couples have
driven in parked up away from me and after a while started having sex inside their car with no lights on.
In the mean time I have flashed interior or exterior lights to alert them to my presence, but I haven't received any response.
To date i've never approached any of these couples, am I being over cautious?
As they know I'm there but chose to continue are they fair game?

difficult one to answer
a few post recently regarding this
it is very hard to judge
i would say that if they still carried on doing what they are doing knowing that you are there
that it is a good indication that they want to be watched
otherwise they would move away
