In my view the punishments in general have to be looked at on an individual basis.
Is there anyone who drives can say categorically that they have never been the least bit wreckless in a car? I know I can not say that I haven't.

No I don't think the punnishment is enough. However if the law changed and the penalty was higher we would still need judges with backbones to impose the harsher penalty.
