It bothers people because on the Internet it is 'classed' as shouting and is considered rude. It is a way of making a part of your post stand out, the part you want to SHOUT about! It also makes the post very difficult to read when it is posted in capitols and that is why most people ask if you can turn the caps lock off and type the post in a way which is more 'readable' to everyone.
