It's more to do with how the image was obtained. But in general I shouldn't think cartoons would cause too much trouble. It's very possible for a skilled artist to recreate a still of the Simpsons for instance... in which case they couldn't prove you lifted it from an official source. But photographs of real people can only come from an authorised sorce and re-producing them without permission is technically theft.
Having said that, I wouldn't put money on Disney NOT attempting to sue anyone that recreated one of their characters without clearence.
The bottom line is, can you afford to defend a breach of copyright case regardless of the outcome? Disney can....
