I think society has to accept that some people are simply unable to function independently as part of society. Traditional gaol doesnt work for these people.
Once we have accepted this reality its a simple step to establish care homes, for the want of a betetr word,where peopel are made to work and live in a heavily regulated environment. Not a prison but a place where you can be cared for and grow and probably heal.

There you sound like an old hippie, which is a definite improvement IMO. Previously you sounded like an apologist for law breakers with that tired old 'society is to blame' broken record.
Unarguably drug addiction is a major factor in crime, but it is not an excuse for committing crime. Compassion means having sympathetic pity and concern for the sufferings or misfortunes of others, and I have more compassion for the victims of crime than for the criminals. Becoming an addict is a choice, becoming a criminal is a choice, but becoming a victim is not a choice.
By all means try and prevent re-offending in the interests of both the criminal and society, but do not try to suggest that there is any equality of suffering between those who offend and their victims.
