A face is definately my first priority, I'm a sucker for cute ladies. In fact you can usually tell much about the rest just by looking at someones face.
And the eyes definately have it, they tell you so much about a person.

In answer to the original question... Physique in combination with how someone moves (a), then face (especially eyes and smile) then personality. To fall in love and sustain a relationship then the non visable personality has to be greater than the physical attributes and lust to survive in the long term.

(a) Someones physical aspects are not important in isolation from how they move and hold themselves... even the most steriotypical perfect body can look "ugly" if the person behind it just does not know how to move and also a body that does not fit the standard (media) view of sexy can be the most sensual and sexy sight if they move right and there is no way to define it... its just a "cor look at..." feeling.
I must say i might be a bit on my own here, but thighs - a good set of thighs implies to me that the 'owner' is probably fit and healthy, so less likely to pass out on me... other than that, eyes are pretty important, and expression, someone who is smiling is going to get my attention far faster than someone who is scowling. beyond that is getting picky, but someone who looks and smells like they know how to wash is always a good sign.

for me its the collarbone that bit where it dips in between the shoulder and the start of the neck (think of the boobs, and then go six inches up) - If a girl has got on a skimpy top or halter neck and has this area really well defined then the rest of it goes a bit blurry anyway
