You can get a product called RUBBA SHINE from lot's of places including E-Bay
It comes in an aerosol can (400ml) for a full dress knee length you will probably need 2 cans
Or there is a spray bottle (500ml) available called Meguiars Supreme Shine Vinyl & Rubber Protectant.
Both are available for around per can/bottle
One application will turn matt rubber outfits into shiny ones but for a "wet look" like sheen you can apply more coats or top up every so often.

then you need a silicon spray (shiny one)dashboard shine from halfords or a petrol station is ok for last minute
used this a few times when off to a fetish clubs and forgot to take right stuff with us

Just be careful you pick a silicone oil/grease based product, vegetable and mineral oils degrade latex.

I always found the best way to make a rubber shiny was to put it on and shove it up a woman. Then take it out and stand under the bedroom light. The reflection from the natural juices on the rubber often gives a shiny appearance. Repeat process until desired level of shine has been acquired or until the woman dries up. If your in a rush its good to have several woman lined up to speed up the process.
