We know that mean are more visually aroused and that for many of us the semi illicit peep up a skirt is enjoyable but many women also are aroused by visual stimulus. For example many women have confided they enjoy seeing a man masturbate.

Up kilt is probably closest given the saucy comments, perviness and leers you get from women around a man in a kilt. I'd guess the origin is the same - an illicit peek at bits but it doesn't seem to extend to other clothing such as shorts. Many women seem to be bulge watchers though. I'm simply mildly curious about how we share visual stimuli.
