just ben readig my local free paper and there is a section in there telling the readers the good news from the local council.
apparently fly tipping is still a big problem in romote locations, laybys, carparks etc, so they have pulled in the forces of a mobile CTV company.
the cameras are completely mobile, are un dectectable and are powered by batteries. They are only activated when there is movement. no one will be aware they are being filmed, the cameras are not just being used as a deterrant but to catch people.
im guessing they are not going warn people of the cameras as for one they will get no fine revenue if people are not caught and 2 you could just steal the camera lol.
Is it just me or does this new not sit well??
one reason being that i think it is an infirngement on your rights if you are being filmed without your knowledge and the other reason being what about doggers????

Unless your fly tipping they would only be able to watch the film and wouldnt be able to report you ,if your turning up in night time they will use infared and they dont normally give good quality pictures and they will also will be using passive infareds to make it record when movement or heat source is near the passive which is normally around 15 meters im not saying they use these units ,but a area which is prone to fly tippers i would avoid unless you want to be filmed

I doubt anyone could successfully claim that a covert CCTV classed as someone seeing.

I think that bit goes out of the window when they also film the 3 blokes wanking behind you lol :lol: :lol:

To be honest I doubt the council would be interested in the dogging, (though im sure it would make interesting viewing for the council staff).
I understand what your saying about them not notifying people in advance about the sites, but that would sort of undermind the value oft he exercise, wouldnt it?
Just taken this from the Enviromental Agencies Web Site and it illustrates the problem of fly tipping and why such measures are necessary
* It is estimated to cost £100-£150 million every year to investigate and clear up. The cost falls on taxpayers and private landowners
* Fly-tipping poses a threat to humans and wildlife, damages our environment, and spoils our enjoyment of our towns and countryside
* Fly-tipping undermines legitimate waste businesses where illegal operators undercut those operating within the law. At the same time, the reputation of legal operators is undermined by rogue traders
* As with other things that affect local environment quality, areas subject to repeated fly-tipping may suffer declining property prices and local businesses may suffer as people stay away
Another web site shows that the following areas have used mobile cameras to combat the problem:
* Stevenage and North Hertfordshire CCTV Partnership
* Rochdale Metropolitan Borough Council
* Sheffield Urban Traffic Control
* Greater Manchester Police - Oldham Division
* Leeds Federated Housing
* The City of Edinburgh Council
* The Hillside Group - Design and Print Studio
* Hartlepool Borough Council
Maybe the doggers in those areas can answer how the CCTV s have affected them?

WOW!!
cheers
i hope theres a question on fly tipping on my law exam tomorow!
heres to hope :cheers:
Yea.. i believe the law on sex in public is ... "where you wouldnt normally expect people to be"..hmmmm suggestions
and .. its interesting .. that private companies are hired..... are they data protection registered... asssssss.. they will be storing information .. personal to you.. ie your number plate.... hmm just a thought
I'm reminded of the case of a couple of CCTV operators who were prosecuted for using the camera to perv at a woman's bedroom window :shock:

There has been many posts on similar subjects on a couple of model/photographer sites I frequent...
In the UK, it is not required under law, including copywrite, to inform or notify anyone in a public place that they are being photographed or filmed... being in "public" is seen as a a tasit agreement to being photographed because if you are not in public then you cannot be photographed.
Being photographed on "private" property is a more grey area, invasion of privacy and also HR law comes into play.
That said, there is potentially an impact under HR law that is yet to be tested in a public place using right to privacy etc... At the moment if a person is in the public eye then case law suggests that they have already given up the right to privacy, especially if something being published is deemed to be in the publics interest (a conflict between existing law and HR law).
"members" clubs are deemed to be private, night clubs or pubs or shopping malls are not... although all 3 have the right to eject you if you are using a camera (rights to refusal of entry) but only the first is actually deemed to be "private and non-public;" none of them have the right to the film/camera/etc and to do so is counted as asault.
If you are having sex in a "public place" then even if steps are taken to ensure privacy then the fact that documented, and legal, video or film potentially is enough to invoke the CJA and sex in public parts... the very fact you've been caught means that you did not take all possible precautions, bla, blaa, de, blaaa... However most of the CJA has yet to have case law built to provide a frame work for the courts as it replaced more than modified existing enactments and case law so could go either way in respect of privacy or public sex.
Confused yet... if not, you should be as the courts are just as confused by a law that contridicts HR that preceeded it and under law HR always ovrrides any law that conflicts with it!!!!!!
OK so the cameras have been put out to catch fly tipper, where do you go dogging?
When we go for outside sex we find somewhere a bit more scenic than a tip, official or other wise. I can assure you that any camera set up where we go is not looking for fly tippers.
Since under the data protection act they have to put signs up to inform people they are entering a monitored area, one supposes that only an idiot is going to asume the signs are spoofs ?
In any case, there are so many dumbos' wandering about carparks and laybys with mobiles with cams in, that I'm surprised anyone expects privacy at all now !
