New profile theme requests

just a quick question.....
with the current layout.. changing of the colour schemes of your profile is limited to those users what pay for the extra's pack.. will this new theme facility be open to all, or still be part of the extra's pack?
aslo.. going forward after the new site goes live.. what features will there be that is exclusive to users with the extras package?
