I too, was giving this some consideration last night (at 3am, there was bugger all else to do!) and I was made aware of just how bad a time the mods were having it last night. It was after closing at the pubs, and the poor sods were bombarded with all manner of trolls trying it on for a laugh. Quite a few threads disappeared last night.
Yes, some of us oldies have start the odd daft thread, and yes, quite often they do get to stay. It`s not an indication of favouritism, or clique, it`s simply a matter of being better known, and the mod having an idea of where a daft thread might lead. For every one genuine newbie a mod extends free range to, there would be another ten trolls given the same freedom. If that had happened last night it would have been mayhem on the board. Of course, we don`t often get to see that, because the mods do such an efficient job of cleaning up after them.
If newbies seem to be getting the thin edge of the wedge, don`t blame the moderators, blame the trolls.

I don't lock techie threads because they usually require a variety of answers.
They can be a useful resource for those having problems as well.
If they are repeated and the relevant link made to the previous thread, then I would lock it.
