OK, I've had a look on Martin Lewis's Money Saving Expert Site,
It looks like you can ring your local tax office and they will advise without charging you.

The year before Tax Credits were introduced there was a different non-means tested allowance available that was never advertised by the Inland Revenue.
It is called the Children’s Tax Allowance for the Year 2002/3.
You can still claim this tax allowance before the 31 January 2009 deadline.
You need to phone HMRC on (Durham Tax office may be dealing with this on ).
and ask them to check whether you have already received this allowance and, if not, enquire as to what action you need to take.
You may be eligible to claim allowance if;
*You have a child born between 6 April 1986 and 5 April 2003
*Your child lived with you for all or part of 2002/2003
*You worked and paid tax for all or part of 2002/2003
*You or your partner earned £6,000 plus in the year 2002/2003 tax year
You may be eligible for the £1,040 allowance if;
*If you can answer yes to the four questions above, and
*One of your children was born between 6 April 2002 and 5 April 2003
Notes:-
*Making a claim does not affect your current or future entitlement to Working or Child Tax credits.
*Your Marital status is irrelevant
*You cannot claim the allowance twice and if your final tax code on your April 2003 P60 ended in a H or a T, you have already had the allowance.

Word of caution!
I applied for the Child Tax Credit in the first round. Filled out an incredibly complicated form with frequent reference to the tax office and was eventually awarded a sum which seemed like a lot. Queried it and was told it was right. 2 years later was told we had been overpaid by thousands of pounds and they wanted it back. I appealed and was even told by people there that I had given them the correct information but the appeal process dragged on with interest accruing. We were dunned for money around Christmas time even though the appeal was still ongoing. It was an incredibly stressful time as we didn't have the money to pay them back if we lost. Eventually a year later after Govt initiative the debts were wiped out for millions of people as it was decided that the tax credit people had made too many mistakes. Relief for us but I decided never to apply again as it took years off my life. Funnily enough the same thing happened the next time as I read in the papers. So even though according to what has been said here I might be entitled to the £500 odd no way would I go anywhere near it. Good luck to those who do apply though.
just to clarify something, you don't actually get £520 in your pocket, the £520 is an allowance on top of your personal allowance, which means the only money you actually get back is the tax paid on it, and at 22 or 23 % what ever it was then, means ya get back about £110 back from the revenue.
