Sounds like your ISP is using a hidden upstram proxy that's not handling HTTP 1.1 connections properly (usualy a configuration issue at the ISP end).
try going to and see if it shows a proxy, if it does then there is probably little you can do right now besides take a note of the proxy ip address from that site, and email your ISP and ask them to test/fix it.
The other issue that I know of that causes it, is some of the 3G Dongle firmware REALLY dont like streamed connections (the black / green Three one is one example, as is one of the O2 ones), have a look on the manufacturer/isp website to see if there is an update to the software of the dongle if that's the case, I know Three have not fixed it, but the manufacturer has a version of the firmware that does fix it, but you need to 'hack' it onto the device.
Let me know who/what u are connecting with, and we can try help ;)

Whatever you do do not use internet Explorer....
It is unstable at the best of times....use Firefox as your means of browsing the internet.
Is it only this chat that this happens too or general problems on the internet?
have you tried all the usual basic stuff such as clearing cookies, updating java and flash etc.
i think java is the only one of those that might influence using chat but it's always a good place to start when having trouble with windows
Are you on broadband or dial up.................
