You're right, being cut or not has nothing to do with it. Bulbourethral fluid, if you really want to get technical, is produced by a gland, the name of which I misremember at the moment - named after the bloke who discovered it. Its main purpose is to lubricate the urethra to assist with ejaculation of semen, which doesn't flow very well on its own. It commonly leaks out but may go unnoticed because it's normally colourless.
