Is it a modem/router and if so have you configured it for your ISP? its not just a case of plugging it in.
Is the main computer connecting ok?
Also makes sure the computer that won't access the internet is set to obtain an IP address automatically.
This is done by clicking start, settings, network connections.
Right click on the Local Area Conections icon and select properties.
Highlight Internet Protocol (TCP/IP) and click the properties tab.
Make sure Obtain an IP address automatically & Obtain DNS server address automatically are both ticked and click ok.

You've got two computers on a home network and the second computer can't connect to the internet? Can the two computers see each other? ie if you go to My Network on either machine can you see the other computer? If not then this suggests the new computer is not connecting to the network ok - try checking the second PC is getting an IP address ok - if unsure how to do this let me know! If the PC does connect to the home network ok then it is possible you'll need to configure the router to accept connections from the machine's MAC address.
Sorry if this all sounds a bit tech but hopefully we can sort you out - just provide as many details vis a vis the above,

Does the computer that will not connect have Windows Vista on it?
Right im assuming its a wireless ADSL modem/router? if not please say, If it is then what make/model?
I'm not sure what you mean by ethernet to usb cable though?? Once your router is connected to your main pc and up and running all you should have to do is connect an ethernet cable from the router to the lan socket on the pc.
Creamy chuck - not sure which of our suggestions ain't working?! Do mean you were able to see if the PC is being assigned an IP address but that it isn't..or that you can't see?
Did you check to make sure the new PC's MAC address is configured into the router? May not be necessary but if you are able to get into the routers config screen then you can try and find where your first PC is set up and then emulate that...soz to be obscure but a bit tricky to diagnose from afar!

You shouldn't need any cables with USB, I'm getting confused, all you require is 2 pc's with network cards fitted, the router and 2x ethernet RJ45 to RJ45 cables.
Connect the router to your phone line, use ethernet cable from port 1 on the router to main pc, Configure the router for you isp, to get into the router you type in the address in internet explorer ie 2.1 (or simular depending on router) once this is done its just a case of connecting the other ethernet cable to port 2 on your router to the lan socket on the second PC.
Like i said before it would help if you give us the make model of the router and your ISP, ie Tiscali etc.

I will try and run you thro it in as simple a term as I can.
The reason you cant get on the net but can see the wireless router is that the router sends out a signal wirelessly whether it is connected to the net or not, but that signal is only the router connection it is not the net connection.
That's how you can access the net from next door as that is connected to the net but they might password their connection by using a wep or other key'
It's a Bit like you using your hands free cordless house phone intercom you can talk to other lines on the same system but cant make a call if its not plugged into the phone line.
You will need to make sure that you clone the mac key if it is cable or make sure you have the correct user name and password if you are adsl (phone line).
Some pc shops do a router setup for you and they charge about £30 or so, well they do up here in bonnie Scotland .
I managed to run down and fix Creams router but you are over 300 miles away so might take me a while. lol
