I've had the snip twice. (one reversal) It makes no difference at all.
Two factors regarding "can't cum".
1st is just a disguised plea to go bareback, very common.
Less well known is the effect of viagra or similar stimulants; these can cause the male to be less likely to reach an orgasm easily.
On the point of stopping short of orgasm, this is what I would recommend to guys who don't last very long. Practice can produce a guy who will last a long time. The flip side is that he'll be further away from his orgasm each time.
I can get incredibly sensitive apres cumming so much so that any touch or the like gets me giggling in an oo oo oo no don't touch giggly sort of way but this is only apparent for a few minutes thank goodness. It can also happen before I've cum but this is usually when being BJ'd. In the latter case i just tell Jay to nibble me nuts and shaft instead. Either way its very temporary thank goodness
I do get that sensitive dick head after cumming. But it's one of those 'wriggle around orgasm' moments. It's never caused me to stop or want to stop though. I believe you can get those sprays.. You know.. The ones that numb slightly. I think they're for delaying orgasm really but I reckon that could work

There can be a few reasons for this, The nerve endings in the penis can get very "excited" when stimulated. The feeling of sensitivity after cumming are actually present before but with the drive to have sex and cum, these are felt in the same way. Once a guy has cum and the urge has gone the feeling can become intense.
The nerve endings are not normally an issue prior to cumming but in some cases (especially with guys who have not been cut apparently)the intense feeling can be overwhelming is usually most sensitive where the head meets the shaft. It is therefore quite normal for some guys to feel this.
However! Certain medical conditions can also cause this such as balanitus. This is not a sexually transmitted disease but a condition, most common in people with diabetes or people who have trouble controlling there blood sugar levels for other reasons.
