I wouldn't call this bi. For me it's normal to enjoy the sight of breasts and to be tempted to feel them. But that is where it stops.
I beleive that everyone is on a continuum on the straight - gay axis. Some people are completely straight, some completely gay, others somewhere in the middle. Many people will experience some homosexual/hetrosexual feelings at some point and so be somewhere in the middle of the axis.
Can you be slightly Bi? - most certainly!
Is it common? - I would say there are others like Jools!
What I mean is, some womens breast are not sensitive, so a guy playing with them for ages does nothing for them, that doesn't make the woman a lesbian.
Some guys love playing with boobs some prefer to do other things and ignore the breasts, that doesn't make them homosexual.
I might be explaining it badly but I think that if a woman likes playing with other womens boobs and gets sexually excited by it then they are bisexual, just because they won't go downtown is immaterial.
Some women will not let a man cum in their mouth, some women swallow some don't either way it does not make those women lesbians does it ?

Its worth looking at Kinsey's research for all its faults. Its relatively common for straight people to have had a bit of a dabble with the same sex and for gay people to experience the opposite sex. IMHO applying the bisexual label to everyone whose experience falls somewhere between completely straight and completely gay doesn't help very much. On one level it might help categorize a particular sexual experience but it doesn't necessarily shed much light on the person's sexuality. Really its about the people involved and what feels right at the time. So I agree with mrkinkymrsbi comment. Search Kinsey Scale.
I do think labels are an integral and important part of being human, the only time it is a bad thing is when they are used in a malicious or derogatory way, call me slim or large it is a true and informative label, call me skinny or fat it is abusive. A fine line perhaps but a necessary one.
