Just came across this as I was trying to complete a transaction. It strikes me that you would have to be pretty stupid to admit that you don't have the cardholder's permission - kind of like the entry forms for the USA where they ask you if you're a terrorist. How thick would you have to be a say "Yes, I'm a terrorist"?!
