Don't be fooled by the movie titles, a lot of british porn is shot in two versions, softcore and hard. It strikes me as a ridiculous moral positon to hold when you can go buy the worst excesses of GGG's porn films in the high street on DVD but you can't see a hard-on on an encrypted pay channel TV, but no politician seems to have the guts to sort this mess out.

Last year, Ofcom (regulators of broadcasting codes and standards) held a public consultation regarding a number of things, including the broadcasting of R18 certificate films over subscription, PIN protected, encrypted channels. Following the consultation, they published their new codes and regulations, some of which are somewhat bizarre.
Hardcode porn:
Much research has been done on possbile ill-affects of hardcore porn access, both to adults and children. Said research has shown no causal links between exposure to R18 material and harm to children. Ofcom admitted as much in their consultation document. Research has shown that more liberal rules on access to hardcore porn is beneficial to the adult population (example, since Portugal loosened their rules, sex-crime rates have significantly reduced, while our rates have increased).
Ofcom conclusion: PIN protection is not sufficient to protect minors from accessing said material, so it may not be broadcast.
Violence:
Again, much research has been done on possible ill-affects of televisual violence on children. Pretty much the majority of said research demonstrates a direct causal link between exposure to film violence and harm to youngsters.

Yes, that's right - PIN protection isn't good enough to stop access to something harmless, but is good enough to stop access to something harmful. :shock:
BTW - for any BDSM people out there, there is currently a consultation on-going regarding the banning of so-called 'extreme' pornography outright (even in R18 certificate films). Included in the proposed ban is consensual BDSM.
