sometimes the refresh rate needs to be changed though this usually relates to flicker. This can usually be done in the settings....alternatively it might be the messanger you are using.. I tend to find MSN better than

Yep, got the refresh rate to 30, and have tried all the different video settings, but still the same. Actually, it's not so much jerky as watching someone underwater; all action is slowed up, and waving your hand in front of it is like waving your hand in front of your face when you've had mushrooms (so I'm told)

I'm no cam expert, I was just wondering... is the image of yourself that you see the same as what the other person sees? I mean you might be transmitting at a high frame rate, and just get a 'model' for want of a better word just so you can check you are actually in the shot. You don't actually need to see yourself at 30 frames a second do you?
