If I recall correctly, the explanation I watched on "How it's made" is that the metal balls are made from cut pieces of metal. Those pieces are put into a machine that forces the metal into the correct shape. Another machine takes the "flash" (the bits of metal that remain) away and forces any that the previous machine has missed. They are then hardened through heating them and the process is repeated as necessary until they are the correct size. The bearings are heated to make the metal stronger. However, when metal is heated is changes shape, hence the need to repeat the process.
