We are having a New Years Eve party in Preston. All of our New Years Eve parties over the last few years have been a blast and given the practice this one should be even better.

Using the power of the web it would seem :
Turmeric - glows an orangey-yellow
Quinine and caffeine - glow a sort of purple colour
(might be good for some sort of either vodka, or G&T jelly)
Riboflavin - glows yellow-green
(did read somewhere that milk glows this colour as well which is probably the Riboflavin)
Sodium fluorescein - glows bright blue
(I guess this is safe as it is injected, mind no idea where you could get it)
Just noticed (aka read slightly more carefully) your original post so you got the blacklight. I'm guessing that the concentration of Quinine in Tonic water makes a G&T glow (but the light is getting to a lot of it), and not in icing as there just isn't enough.
That said I believe that a large dose of Quinine might not be healthy. I might try either of Turmeric or Riboflavin both of which have a much higher LD50.

Either glow sticks in the cupcakes, or Glow containers for the Cup Cakes and some sort of UV blacklight. This web sites seems to do both
Meat is right I can't think of anything that is naturally glow in the dark that is very safe to eat.
The same would be true of most paints that fluoresce under UK blacklight. That said normal white icing might light up a fair bit under a UV blacklight Now then possibly Fluorescein might be OK to eat and would glow under UV.
