Apart from the fact that it would be bloody impossible to follow a cat on it's daily rounds, most cats tend to bury their crap. Dogs should be on leads - hence it should be pretty easy to mop up after them.
What gets my goat is that it's illegal to run over a dog and leave the scene, yet you can mow down any old moggie at your leisure. How is that fair?

They have cat curfews in Australia. In some parts if you have a cat - it has to be a house only puss!
In some areas feral cats are culled on a regular basis.
Main reason is because of vulnerable (stage before being classified as endangered) bird species like the Lyrebird that live in the rain forests. In some areas there has been an slight increase in population because of the cat curfew/culling.
I've got two cats, one who stays in all the time and uses a litter tray, and the other likes to be out in all weathers, and I only see him when he's hungry so I am not going to search the whole of my area looking for his muck! When he does come in, he uses the tray....
I take a friends dog for a walk on a saturday, and hate going in the park, or even on the pavements nearby as a lot of owners don't clear the c**p up... It's even worse when I take another friend who is blind out... I have to watch everywhere we walk... at least cats bury it!!!!
