They can be fun... but don't necessarily stop you cumming quick as they trap more blood in your cock so it is more sensitive. Does stop it getting floppy.. and it does make it more big and veiny. After a while it can have a numming effect which would make you last longer... but I get that a bit anyway!
Rubber ones are a good start because they are easier to size and remove than solid ones. But do not use elastic bands cos thats just silly... your willy might drop off.

Actually, it's worth mentioning that you should always remember to take cock rings off regularly - at least once an hour or so. Blood trapped in your knob rapidly becomes deoxygenated (hence why it goes a bit numb) and if left to go stagnant you can get problems with clotting and/or gangrene.
I'm not sure elastic bands are particularly bad for this, though they do have the potential to impart quite a lot of force on a very small area. I can attest that getting hairs caught in them can be exceptionally painful. redface

we recently bought a vibrating cock ring from Ann Summers (yes I know, overpriced and tacky). It's made of rubber and does the job fine. The vibration is not too strong , but it does have different settings and certainly improves our times together. Mine came from B&Q, Homebase or somewhere similar. Just metal curtain rings of the right diameter.
There's a lot of spurious information kicking around concerning cock rings and their effects so you'll need to find out for yourself what they can do and how to control their effects.
I've worn up to 30 at a time so I do know what I'm talking about. Don't be tempted to try more than one until you've learned how to get one off over a raging boner, or you'll be in trouble! lol

please be VERY careful using silk scarves for any sort of "tying" duties... they can easily work themselves into knots which are impossible to undo by hand.
Nice soft rope is much safer, or at least get some "first aid" EMT scissors
