I don't know if there's a name for it other than a deep shaft piercing, but I'd guess you could find some info on (sorry if that's considered unacceptable promotion, they do have a lot of useful info on there).
Be aware that the risks are somewhat increased over something like a PA, there's likely to be fewer piercers that'll attempt to do something like that and even fewer who can do so properly.

I only know them as rings of passion/desire, supposed to be erotic for the woman but watch out if the woman has clitoral piercings as they can get tangled.
Women can get similar ones done it goes from the hood (like a clitoral piercing) but with a longer bar.
