Choose shrubs that dont need much looking after or watering once established. Plants that come back every year, good ground cover plants, bulbs, flowers that seed...

I suggest a couple of huge ceanothus, evergreen with such powerful blue blooms its as if the sky has fallen in your garden chicken licken.
Go to Aldi get all the shrubs you can buy at each and plant - cheap and colourful and hardy and then pansies more pansies and ......... cheap as chips

And also a two tonne of pea gravel to make paths between the slabs.

Shrubs and herbs are your best bet. Dig the soil nice and clean (no weeds). Sprinkle on some Growmore (general fertilizer) and work it into the top couple of inches with the rake or hoe.
Get some twigs bent in half (not broken) Buy lots of weed suppressant fabric from the garden centre, wilkinson's or B&Q. Lay it over the soil making sure it goes right up to any edges and shove the twigs through to pin it down. Rocks will do just as well.
Buy lots of shrubby plants (woody stems) and herbs (eating NOT smoking) and arrange them (still in their pots) on the fabric until you like the arrangement. Leave enough room between them as they grow.
Cut crosses into the fabric where you want each plant is to go. Dig a hole, chuck in a bit of compost if you have it, and plant the plant (so to speak). Give each plant plenty of water.
Get bags of shredded bark from the same place you get the weed fabric. You'll need one big bag for about 2 square meters (yards) for a really good coverage.
Spread the bark around the plants right up to the stems and right up to the edge of the bed. Keep an eye out for little weeds over the summer but you should have no problems at all.
