It depends how it's worded, if its fitted within an all round description of the person then its ok, but if it's written in a tone that suggests i have a "big cock" so form a queue ladies then it then becomes rather annoying.
Now for the second question! Inexperienced women may have a false sense of what is average. However, the average inexperienced woman is most likely to have met the average sized penis since that is most common and so her benchmark should reflect that.
If the woman is experienced and has met a reasonably sized sample of penises then she can count herself fortunate (or unfortunate depending on her preference) if her view of reality is skewed by the penises she has actually encountered.
All things being equal, with 5.5 - 6.5 being the most common size (estimating from the graph in SteveClarke's link, about 25% are below that size and 15% above it, so roughly 60% of penises), then most women should have encountered that size most frequently - unless the SH tape measure does actually reflect real life.
Since penises larger than 7.5" represent less than 5% of the total, then to genuinely consider 7.5 - 8 inches as average means that a very unrepresentative sample of penises has been met. This is possible for a small number, but the more that are encountered the more unlikely it becomes.
