I think its quite normal. Men are visual creatures, and we see a bit of shape and imagine the rest.
For the average guy, it really strikes a cord when the lady happens to have a good figure.
At the moment, fashion really caters for this, with the whole Jeggings thing, leggings, tights with the really short shorts.
