Try this if you're using XP.
Double click on your jpeg. This should open it in microsoft photo editor.
Right click on the image. This will bring up a box, in the box it says Cut, Copy, Paste and Properties.
Click on properties, this gives you the size of the current picture in Bytes and how many pixels there are height and width.
From this you can estimate what percentage you have to reduce the picture to achieve about 150 x 110 pixels. (Don't worry you can check as you reduce it).
Click on ok (that gets rid of the box)
Now on the main toolbar click on image then choose resize from the drop down box.
A box resize will appear with height width and percentages.
There is a drop down box marked Units just above the cancel button. click on this and change it to pixels.
Now all you have to do is reduce the percentage size until you have reduced it enough 150 x 110 pixels.
Press ok and save it with a slightly different name to the original. You should then be able to upload the pic.
