I think its probably down to the fact that they like the build up, camming etc making arrangements, and probably love the idea, but when it comes down to it they freak or chicken out.
Fact is if someone has no intention of meeting they should state that from the start. or give u a few days notice if they cnt make it. That way at least u can arrange some other horny fun..
