your local council has to act
just had a case here where parents did not controll there kids and they were subsiquently evicted and prosicuted
i would go down to the local council offices and ask to see someone about this

i used to regularly travel to manchester from carlisle for the day a cool 300mile round trip always the drive home that was shitty though
way there flew in

i aint had any problems with keeping clean regular washing is the answer in my experience and as for condom splitting not a problem and if concerns arrise removal is quicker than putting on a condom so no problems there
