Sorry, but a serious reply here: I've always thought the standard was to measure from the pubic bone above the cock to the tip.

The usual way is measuring from the point where it joins your body, the pubic bone, all the way to the tip. Best to use string as if it's curved, it won't be an accurate measurement. As for girth, it varies as some are thick at the base and thinner at the top, even all the way and thinner at the base than the tip.
