I'm not sure who came up with that statement, but if it were true then I managed to completely miss my sexual peak.
The one thing I will say is that I've definitely got a lot hornier since I gave up booze about five years ago. I know I was a heavy drinker but it did surprise me when I realised exactly how much I'd been suppressing my own testosterone production.

I'm getting hornier as I get older, I'm only 21, but at 18 I wasn't that obsessed with sex, it's getting more and more now as me and my girlfriend start to experiment and have more fun, I think it only goes if you let it go (and since I've got this new job, it's been on the plus ever since!!)

It is all very relative, and depends on whether you use testosterone as the only measure of sexual peak. Male testosterone does peak naturally at between 18-20, then falls off gradually throughout your life. However, at 70 you can still reasonably expect to be producing around 60% of the testosterone you produced at 18.
Other factors also affect testosterone, stress, alchohol, diet. So it is entirely feasible that an 20 year old with a wild life style of beer and fast food will have a lower level of testosterone than a 60 year old yoga instructor with a highly regimented diet.
And, of course, all this totally ignores the fact that there is a whole lot more to sexual drive than just testosterone. Self confidence springs to mind as one thing that would overide ANY amount of testosterone.
