Netgear and OpenDNS already do something that is pretty effective. You can set your own filtering system on your netgear router using OpenDNS that actually marks what website is rated as what.
The adult users can access unrestricted content by just entering a password when they connect to the internet. Adults don't give children passwords, hey presto, all devices using that router will have filtering on it.
This gives the power in the hands to the adults. However, you will need some sort of technical knowledge to set it up properly. This will be the main stumbling block for Cameron. Not everybody is technical enough to ask for an adult block to be lifted and would just think the internet is broken.
The second main stumbling point will be how will the ISPs prevent it? The same how they prevented the pirate bay? That worked for a whole 5 minutes... There are many other DNS servers out there that you're freely able to use. Unless Cameron is wanting to physically restrict the internet like they do in certain countries, I can't possibly seeing this even working for a month.

I suppose the most tactful way is to ask them if they often get propositions due to their line of work/ uniform. Gage their reaction and answer. Make sure your body language shows your open/ interested as that may sway them to say something like "not as often as I'd like."
Personally think there's no easy way to broach the subject so indirect may help.

In all fairness I know there is a problem local to the area (in between my property and the cabinet). It's possibly a REIN issue. The biggest beef I have is that I have to pay full price for over 2 months of this speed with really poor support from now three ISPs.
Disk management that is already on the laptop will be able to combine the two hard drive partitions. Then you won't have to worry about moving files or where to install programs.
The two partition drives are pointless if you don't use them correctly when you first start using the laptop.
Windows 7 was/is a great OS. Windows8 is built using 7 as its foundation. There are some key features that are different.
DirectX 11.1 is only available in win8. This is an updated programming language that games are built with. The win8 version gives added support for 3d games.
The new Xbox when released will also be using this language which will help build the porting bridge between them both.
the kinect hardware will also be supported in win 8 bringing the reality of the minority report control system.
Win8 boot times have drastically improved over the previous versions because it stores the boot sequence correctly into your RAM. It's the same concept of booting from an SSD hard drive.
Microsoft are attempting to bridge the gap between hand held devices and consoles. Creating a single environment for programmers to use to develop for all and then releasing their work via the windows market place. A one stop shop so to speak.
I can see MS releasing a config change to remove the metro UI on startup if the users don't want it. It's not the best UI for a desktop and there are already work arounds to male it boot into desktop view already.
Win8 is definately an improvement on 7 though. Performance wise especially.
What browser are you using on all of the PC's you've tested with?
Why did you have to reset your PC to restore internet? That doesn't make any sense unless you've been infected with malware during that time.
There's a good chance it's down to security patches being installed and removed on internet explorer due to you doing a system restore.
Do a windows update etc and a malware scan.
If one is running firefox and that seems to be working, try either all run firefox or restore internet explorer to it's factory default settings (Through 'tools', 'Internet Options', 'Advanced', 'Reset').
7) Uninstall the file shredder program.
8) Double check that you have no system restore points and no files hanging around.
9) triple check.
10) get somebody else to check for you.
11) take the hard disk out and bash it with a hammer, put it into the washing machine, throw it off a roof and then run over it repeatedly with a steamroller.
Steps 1-10 are optional.
Seriously, that would be the best stratergy to take if you want to do the clean up of a laptop. If anybody has any further suggestions it won't hurt to do them as well.

How are you at reading the registry?
A file shredder program would be best Mal and a plan of attack.
1) Manually go through the laptop removing old programs you don't want on there.
2) Manually go through the documents of the entire hard disk and clearing all the stuff on it. This includes temporary folders and my documents in all of the user profiles. You'll also need to turn on 'show hidden folders' so you can clear out the temp files in the user profiles as well.
3) Run a clean up program to also check for unneeded files (windows install, prefetch, downloaded browser programs etc). The inbuilt one with Windows can do that for you reasonably well.
4) Setup a new Full administrator profile and delete all you other user profiles from the system.
5) Delete all system restore points.
6) Run the file shredding program and make sure it does at least 5 pass overs of each sector. This makes it very costly for file recovery to be done on the hard drive because the 'blank space' is turned into 1's and 0's so many times it won't have a memory of what 'was' there.
